Ask whether a competent competitor could buy the same product tomorrow and be operationally identical to you. If yes, you are not differentiating, and a custom build is usually an expensive way to recreate a vendor’s backlog.
Ask the inverse: is this process how you win work, keep promises, or stay compliant in a way a package will flatten? If yes, a focused build — or a serious extension — can be the cheaper three-year option.
